About RAFT

The Resilience Analysis Framework for Transportation (RAFT) serves as an online platform offering various tools for performing climate resilience-focused planning. Developed collaboratively by the North Carolina State Department of Transportation (NCDOT) and the North Carolina Division of Emergency Management (NCEM), RAFT aids in the implementation of transportation infrastructure planning aligned with the Statewide Risk and Resilience Strategy.

The RAFT currently includes Coastal Roadway Inundation Simulator (CRIS) and Roadway Inundation Tool (RIT). These applications are the result of careful research and analysis performed by NCDOT, NCEM and their industry partners leveraging the latest verified scientific data available and innovative analysis. Each application provides planning level information to help NCDOT and emergency managers prepare and respond to threats from natural hazards, helping to ensure a safe and resilient transportation system. These tools are part of a suite of Flood Warning Tools developed by NCDOT and NCEM, including FIMAN.
